Signed into law, effective September 1, 2025 HB4224 explains client rights to their health records. Here is a link to that law:

Per the passing of HB 4224, Health and Safety statutes now reflect the changes. Here is a link to that code:

Should a client find that they want to file a complaint, please first talk to the therapist/provider to see if a resolution can be reached. If not, here are two ways that a complaint can be submitted to the State of Texas:

Option #1 - Through the Attorney General of Texas website's Consumer Protection page here:

Please note that this pathway may be delayed for response due to that office directing the submitted complaint to the right governing body.

Option #2 - Through the Texas Behavioral Health Council:

This pathway could potentially be more efficient because it is the governing body for Marriage and Family Therapists, among other mental health professions, for the State of Texas. Please include the provider's full name and license number when contacting BHEC.
